Stock trading simulator

Hello, i am looking for programmer able to create a simulator software either trough standalone application or web based interface that would use historical data of stocks and allow to trade on them. The software should have ability to execute positions buy or sell with specific amount of shares, and the entries/exits of trades being shown on graph of stock. There should be ability to fast forward the time at faster or slower speeds depending on the chosen speed, so the playback of historical data should be custom (whole 8 hour of US session should be replayable). The software should fetch the historical data and i am open to any input from programmer on what source to use for that, (1 minute tick data is required), any advice is welcome.

There would be additional options to expand on in future if the basic structure of project shows good potential, and i am interested in longer term collaboration with programmer if necessary.

Please provide some quote on the very rough estimate of cost for prototype or basic version of such project if possible, ideally those who have completed such project in past will be given priority.

The intent is to create software around which traders could practice and improve their skills on trading using real historical data.
