Links and SEO for a brand new site

The site is brand new(actually there are 3),and there are no links whatsoever.
I need someone with a very good experience in SEO to make a plan of action in order to create the links system for this web sites(we can discuss if its necesary to have 3 sites or just one..).
A bunch of bad links and keywords won't make my sites to show up in Google or Yahoo, so your plan should BE VERY SOLID and realistic!

The same person/company should provide the links(the number of links required would be discussed later, but [url removed, login to view] 200 would probably be necesary),using those requirements:
*Each link should come from a different domain name/class C IP addresses. I do not accept large number of links from the same C class of IP addresses
•No more than one link on same IP.
*All Links have to be at least Google PR 3 (not the homepage of the website, but the actual page where the link is placed)
*All links pointing to the website must be permanent links
*Only one-way links accepted
*Absolutely no pages or websites that have been banned on Google.
*The page must be in the Google index
*No hijacked PRs
*No Black Hat, No Tricks,No link farms, FFA's or any automated linking systems.
*Doorway pages specifically created for link exchanges are not acceptable
•Must be relevant link backs(details povided later). Pages MUST be relevant to the theme.
•Links must be shown within Google when checking the link back after 1 month. Links backs must remain on the linking pages (not removed after you've finished project).
•Must be done manually. No use of [url removed, login to view] must not come from sites in any commercial web rings or link exchange programs like Linkpartners.com.
•All links should be static hyperlinks coming from static pages or home page of the other web site.
•All links pointing to web site must be indexed by Google. You should check that the acquired link is "visible" to the Search Engines, that we are getting the credit for it, not hidden, cloaked or redirected in any way.
•Link must be stationery and must not be removed once linked. In short ... the link must look natural and organic. Only high-quality permanent links wanted.
Must provide detail information on links posted including name of site, page rank and IP.
We need to approve the links generated. You need to submit to us in an excel spreadsheet.
No payment will be made until links are completed and verified. Payments will be made 50% after completion of work, rest will be 30 days after completion of the work.
This will NOT be a one time job,but a long term relation. I realized that link buliding can take tons of time, and the results can be seen in months,not in days or weeks,so I expect you to provide me with a SOUND plan of how to make the PR go higher and higher....
