Pool House and Storage Building

I own a home with a pool in the back yard. The overall Pool patio dimensions are 39' Wide (parallel to the house) x 28' Long. I am in need of more space for a 'fun' room with a pool table, dart boards, and some workout equipment. I envision one large spacious room to handle the 'fun' area with large windows viewing on the pool side. Possibly even a multi-pane sliding glass doors to allow an open air concept with the 'fun' room and the pool area. No windows are wanted on the back side, but doors are allowed any of the sides.
I picture a partition of this building should be for storage and will be unfinished. This area only needs outside access and does not require access from the inside. This area should be at least 100sqft, but no more than 140sqft to maximize space for the 'fun' room.
Overall sqft may not exceed 600sqft due to regulatory constraints, maybe some tricks around the entrance with outdoor covered area to make it appear larger, even though the structure is still within the 600sqft requirement.
The land is currently sloped away from the pool, but the most likely plan would be to bring the grade up to level with the pool deck. However, I will entertain other ideas.
I will need structural drawings and materials list (enough to get permits and quotes from contractors).
