SQL(Azure)/JS/Fusszset/PHP/Bootstrap/Codeignite/MVC/ Programmer to add features to an existing web app

I'm looking for someone who understands all or most of the languages/frameworks in the title. This application is a simple spreadsheet and database in many ways, but the way data is written/entered is complicated because of the way voice commands select cells to write. Most of that is written already, but you will need to understand the way the arrays work in order to write the new features.
I have a web application that has some basic spreadsheet/numeric data storage functions integrated with some more advanced speech recognition features. It is currently run through Azure Dev Ops--> App Services with an SQL database. I need to progressively add/refine some new features. The first one would be a simple add column feature that allows the user to add a column and define the rules/event triggers that are used to write/store data in that column.
NOTE: Because of the voice command aspect these features may be a little bit more complex than you would expect.
