I want to create an email marketing service for bloggers.

Mautic is an open source email marketing automation software built on Symfony - a PHP framework.

I am looking for someone who can work with PHP and customize Mautic so that it can be used as an email marketing service like Aweber or Mailchimp.

Mautic has all the features but it is not made for providing email marketing services. It is rather built to be used a personal application.
