Handle JSON Data in PHP - Output CSV File

Looking for developer to help finish a setup by writing php code to handle parsed resume data returned in JSON format from API and output an Excel or .CSV file containing specific column headings and data.
Final file should only have 2 rows - one for headers and one for data.
I have started the process but need a developer to help complete ideal output. This is a small part of a larger project that we need to complete fairly quickly. If done well and fast (and affordably) we can continue to work together in the future.
I attached the original JSON data file and an excel spreadsheet that shows:
- Sheet1: Raw Less Columns - The raw data, less unnecessary columns and less "[login to view URL]" in each heading
- Sheet2: In Progress - A work in progress - have removed duplicate values and starting to breakdown the arrays (education already moved to sheet 3 "Almost Complete"
- Sheet3: Almost Complete - education section has been adjusted for both educations provided and the first two jobs (Exp_) have been divided out
- the remaining jobs have not been divided out (total of 11)
- the certifications (Cert_) and references (Ref_) have not been divided out yet either
