Building an E wallet, Prepaid card & cash back web site

We want to build a website that a customer can log in and issue himself a prepaid card (We are licensed from MasterCard). And also have the possibility to log through us to his favorite stores and get cash back.
It's a very unique project with a lot to come in the future.
We already build the website and we are 70% finished, so we are looking for IT guys to finish the project and that will be with us a long way because we have a lot to develop in the near future.
