A Small Zend Fixation

I have migrated one zend project from my server to localhost but there is some error with register plugin.
If you are a zend expert you, it will take 10-15 minutes to solve this issue.
You have to work on my local server through team viewer or any any remote access software.
The Message I am getting is :
