Develop a WordPress Lead Management Plugin

I'm launching a unique lead generation platform and need some custom functionality developed for our Wordpress site. I need to develop a plugin that can accomplish several tasks including the following:

Front End Registration/Log-In for two user types:

Home Buyers

Mentors

Back End Management for both user types as outlined below:

1. Home Buyers

- Edit Profile

- View their assigned Mentor

- Contact their assigned Mentor (Intranet Messaging System)

- Rate their assigned Mentor

- Manage their "Loan Approval Checklist" (Described in separate section)

2. Mentors

- View assigned Home-Buyers

- Manage assigned Home-Buyers

a. Add Task to their Checklist

b. Send them a message

c. View profile info

d. Leave notes about the Home-Buyer for personal view

e. Update Home-Buyers Status

- Manage Subscription Settings

a. Upgrade their subscription

b. Cancel their subscription

- Directory Listing Management

a. Edit listing information

- Lead Bidding Management

a. Set minimum bid amount

b. Change Minimum bid amount

FEATURE DEVELOPMENT

We need to develop the following features into the platform:

Checklist Creator - When a Home-Buyer signs up on our platform, our Mentors develop a checklist for them that they must accomplish in order to qualify for a home loan. The checklist should be fairly simple as it just needs an input field and a checkbox that the home-buyer checks when the item is completed. When a Mentor is viewing the Home-Buyers account once they are assigned to the mentor, he will develop a checklist of everything the home-buyer must do to qualify for a loan. Once he is done adding items, he saves it and then the checklist will appear on the Home-Buyers account page.

Lead Form - When a Home-Buyer signs up on our platform, they will need to fill out a questioner, this questioner will be view-able by Mentors who want to buy the lead. Mentors will use our bidding system to bid on the customer so only a little bit of the information will be visible until the lead is sold.

Lead Bidding System - We need to develop a system where our registered "Mentors" are able to buy leads "Home-Buyers" who they will then manage on our platform after winning the bid. When a "Lead" comes in (When a user signs up and completes the questioner), it will go into our lead Que. There, Mentors will be able to see the leads and then place a bid on it. After 24 hours, the Mentor who placed the highest bid will get the lead assigned to them and then have access to the Home-Buyers account management tools. The lead bidding system will also need to have a payment gateway set up so they can pay us for the leads we sell to them. Leads will be visible by State and only brokers in the states the Home-Buyer lives in can bid on the leads.

Customer Retention Tool - This feature is for Mentors to add their existing clients into our system without having to pay for them as a lead. This tool will allow them to build a checklist for their existing clients and manage their account through this system. When a new customer is added by the Mentor, an email will be sent to the customer for them to log into their account created by the Mentor.
