Smart Programmer / Website Guru Needed

We have 3 websites which are all built on Creloaded platform. We are looking to work with a programmer that can provide the following:
-Recommendations on website functionality
-Capable of installing contributions, suggestions on what to make the site more marketable, better converting, generating traffic, client retention, loyalty, better performance, promotions, seo, etc.. Working with pre exisiting contributions available to the oscommerce community.
-Creativeness is very important, would like to work with a programmer/team that has talent for design, that takes intiative in making design changes, that is current with design concepts, colors, look.
-What is also essential is responsiveness, execution, timely updates, project management skills. on time delivery, communication.
