Regular Web Designer for Maintaining our Web Presence

I am looking for a hands-on, virtual assistant who is experienced with HTML (manual-coding also), graphic design, and has the following capabilities :
a) Is self-sufficient and can work from home (offsite). Has all the resources like stock photos, cliparts, tools and applications needed.
b) Has sufficient knowledge of SEO, PHP, Javascript, CGI etc.
c) Preferably, has worked for an Internet marketer or has sufficient work experience. Knows what sales pages, exit pages, Squeeze pages are.
d) He/she is comfortable with designing graphics for the website, has knowledge of coding pages so that they are compatible both in IE/Firefox.
e) Should be able to understand English and grasp new technologies quickly.
f) Diligent, hard-working and flexible.
g) We would prefer people who have expert knowledge of PHP.
h) Would prefer freelancers, one-man armies who do not have big setup costs. Competitive bids would get the highest preference. We would not prefer companies to bid, rather would like to work with individuals.
i) You should know about Wordpress/CMS/Blogs etc.
We have a network of 10-12 websites where we require the Virtual Assistant to tweak some of the design, or functionality on a regular basis, plus design some new elements / pages or websites. PM me for a list of websites.

b) The numbers of hours you can devote every day.
c) State reasons why should we hire you (stating your strong points)
