Making-Making Style Website Design Project

I'm looking for an experienced web developer / team to work on a match-making website. The site will match up two sets of people but it's not a dating website.
Here are the features of the site:
- Two different sign-up processes will be required depending on which group the user falls into.
- Each group of users will have a profile generated.
- For one set of users we'll need to manually upload information via an excel document in a pre-determined format. This excel information will then be added to that particular individual's profile.
- The site will have a search option to find relevant profiles.
- Users will have to pay to contact an individual profile owner using a system of credits. They'll be able to purchase credits in packages or individually. E.g. 1 credit will cost £9.95, 10 credits will cost £74.95.
- An internal messaging system and the ability for us to see which users have read their messages.
- Every time a message is sent through the site the user will receive a notification via text message (we will send details of the company which we wish to use for this).
- The ability for us to download names and email addresses from the admin area.
- There will be a 'knowledge area' which will require a Content Management System so we can upload new articles regularly.
- W3C compliant and CSS validated.
- A logo and unique eye-catching design is needed. You'll also need to provide or source all images to be used on the site.
