Convert PDFs to Structured Text Data for Research Project

I have about 40 PDF files, that are each between 40 to 100 pages. These documents, which are publicly available documents with no confidential or personal information, describe a series of "topics" that each of the "offices" of the Department of Energy have expressed an interest in. The objective is to convert these PDFs into structured data consisting of (at least) three columns: (1) the name of the "office", (2) the title of the "topic", and (3) the text from the description of that office's particular topic. A portion of one of these PDFs is attached. As you'll see, the text on the pages is not perfectly structured such that standard automated OCR approaches will suffice (i.e., there is sometimes 1 column of text, and sometimes 2 columns). Using the attached PDF as an example, the objective would be to convert this page such that the resulting data would show (1) "Fusion Energy Sciences" as the "office", (2) "Fusion Science and Technology" as the first topic for this office, and (3) "The Fusion Energy Sciences program currently supports several fusion experiments with many common objectives. These include expanding the scientific understanding..." continuing until the fourth page of this PDF , where the next topic for the office of Fusion Energy Sciences begins ("Advanced Technology and Materials for Fusion Energy Systems", which would be used to create the second row of the final data, etc.).
