Mobile game 4 in one multiplatform

I need to create game like this one:

With some moddification.

1. Two games mode (free and competition)

2. In competition mode, you have 3 attemps, every 20 minutes new attemp will appear. Or you can buy it (for example 10 attemps for 1€/ one hour free play competition for 2€)

3. Competition can be played only through the internet. To make impossible root and rewrite scores.

4. Competition scores will be sending to server via post, get or somethink else.

5. In competition mode you will start immediately. No instruction needed.

Condition:

Make it multiplatform (IOS and android) you can use ordova or another framework

Multilanguage - prepare for multilanguage. (i will translate it later),

Editable - later i want to edit graphic. So make it possible easy

I want source code too. So in propose write me, in which language/framework you will do it.

Sorry, i forget registration. If player wants to play competition game, he needs to be registrated. Via facebook/Google/normal.
And this data will be send to server.
