Build App for Nokia 3310 (2017) to block internet access

Aim: To efficiently block the possibility to use the internet with Nokia 3310 (2017) once the App is in function. The App should be password protected in order to get access to the internet again. There should be no usage possible, including the browser (opera), Facebook, MMS, Apps & Games, Mobile Store, wheater App, ... . The internet should be blocked out of the phone, but using the phone line and SMS should stay open. The App could also offer different levels of blocking, i. e. allowing MMS and the wheater App (or other downloaded Apps) to funtion with the internet, but blocking all the rest and not allowing to install new Apps (Mobile Store). These settings should only be changed by entering the password. The App should be made availabe in way that each phone has to download it (for money) from a source, i. e. the Mobile Store (do you know how i can get a App on that platform?) or from a website using the opera browser. The App has to be installed by an adult first and then the phone should be "child protected" and even a smart kid should not be able to access the internet by it in any way.
