Lock down an Android phone to a single app

The goal of this project is to write software that can be installed on any Android phone to lock it down so that a single custom app is all that the user experiences.
The phone should be locked down so that:
When it boots up, all radios (GPS, cellular, WiFi, Bluetooth) are turned off
A certain app automatically launches — nothing else is displayed (no lock screen, notifications, or other system stuff)
All non-critical system processes are disabled (for optimum battery life)
The screen sleeps automatically after 5 minutes
When any hardware click (not touch) button is pressed (including volume buttons, etc), the screen is taken out of sleep, going directly to the app
The volume is at maximum and not changeable
The app is allowed to enable/disable GPS, WiFi, and cellular
When cellular is enabled, cellular data is also enabled
