Make a javascript visual from a flash example visual

I love this timeline visual [url removed, login to view] and want to use something like this on my health site to show stages for an individual's meal plan for the year.

So, it will be a simpler version; instead of many countries, it will be just one track for an individual.

The milestones (the horizontal lines) will be in dates calculated from a form the individual will fill with two fields (start date and frequency of appointments) - this is the much easier part.

But I want the mouseover events and the scrolling and other aspects of the visualization.

I want it responsive also.

It's not urgent, so you could consider this a javascript learning challenge you can do over a maximum of 2 weeks :)

my budget is small - bids below $100 preferred. Please think hard if you can face this challenge before you bid :)
