Build a simple AR/MR HTML/js page

What I need is a simple HTML/js page that will be run in a browser on a phone (Android, but platform is not important). It will use the phone's camera to display a camera view. Overlaid on this will be some simple 2D icons, the positions of which will be fed via REST/node.js or similar to the page, ideally giving you ECEF coordinates - then you would translate those into screen coordinates based on direction/position of the camera in relation to them.
End result is you will point the camera at the world, and see some icons at certain positions in the world. Doesn't need to be a full website, or any commercial delivery - this is just a private prototype.
