Looking to hire someone for six months - one developer, no teams

We started out in the web industry and have branched out to many other industries, however we still have some web clients and few projects that come in monthly as well as regular website maintenance. Our current web developer, who we found through here has been with us now for over a year, but he is taking a break for a couple of months and it creates a gap where we can have another dedicated developer work with us.
I am looking for a single person, not a team, someone that has proven experience and knows how to:
manage hostgator or similar shared servers.
Has SEO expertise
Develop wordpress sites
Has access to many templates
Can do graphic design
Can program plugins
and is not afraid of working hard!
Currently I am offering a 6 month contract, each month we will renew through a new contract here in gaf, the first 2 months there will be some heavy lifting, and the next 4 much lighter and maintenance sort of mode.
I have a budget of 1800 cdn for the first 6 months, that's 300/mth + bonuses. (bonuses offered based on efficiency and performance.)
