Front End Developer / Expert Designer wanted for Custom Front End Work

READ CAREFULLY, I'M TIRED OF THE BAD DEVELOPERS.
I require a Designer with lengthy experience in Front End development and length experience and skills in General Design to develop a responsive Front End website. You must be available to work consistently and to our satisfaction. This project will turn into a long term role as if you are successful, I will continue to use you (and pay for) upgrades to the website.
This is a CUSTOM design. NO WORD PRESS.
I already have a Back End developer (using API technology) which you will then work with along the way to maximise efficiency and complete the whole project. You do not need to create a functional website, rather design and provide the front end for the back end developer to make functional.
You must have:
1. Exceptional Design creativeness and skills.
2. At least 5 years experience in HTML and CSS skills developing responsive websites.
Payments: - STRICTLY NO MILESTONES. I WILL PAY ALONG THE WAY AS I SEE CONSISTENT/QUALITY RESULTS
No milestones will be created as we had already hired someone before who promised the world and delivered poorly. However I will be paying on a stage-by-stage process. Be rest assured YOU WILL be paid in full (and previous freelancers even enjoy my bonus payments) but ON DELIVERY ONLY.
Non-negotiable Conditions:
1. You will be available at all business hours in your home country to speak with, Skype with and be dedicated to this project.
2. You will make as much changes, tweaks, adjustments as I feel necessary.
3. You will work hand in hand with the Back End developer without problems.
Time:
You will need Full time commitment to this project. If at any point I feel you are too busy committed to other work, I will cancel the project with you and pay nothing, I
