Drawing into Vector

Hello there,
I need a small project done. I have attached a scanned drawing that I need into an illustrator vector file.
I will need colour/shading on it just like the picture, it is no intricate and will take 2 hours maximum.
I will be charging $5/hr, so $10 for the project is the maximum I will be spending on this.
