Statistical Analysis of Road Data

We are seeking statistical analysis and reporting, suitable for journal publication, of data captured as part of a road work zone compliance monitoring system. Since July 2013, a random selection of Work Zones across a road network has been assessed and given a SCORE against a standard set of criteria. These scores are collated and summarized monthly with different totals each month. We are seeking statistical analysis to support and demonstrate whether there has been an overall improvement in scores over time and how various programmes have impacted overall trends.
The analysis should include data mining techniques to identify trends and a segmented analysis (such as by program type, by project managers, by contractor, etc) to better understand why or how some areas are improving their performance while others are not. The data mining technique should identify segments for multivariate analysis and the results should show confidence levels (based on significance tests). Output should include a brief report with figures, charts and a summary of the analysis (1-2 pages).
