Excel Macro/VBA for fill blank cells based on condition

I would like a macro or VBA which would fill blank cells with value either from above or below based on a condition . For any blank cell, find a nonblank cell above or below with a matching value in column A and take that cell's value. The pseudo code will be something like
for each blankcell:
find nonblank above
if [login to view URL] == [login to view URL]:
blankcell == nonblank
else find nonblank below
if [login to view URL] == [login to view URL]:
blankcell == nonblank
else do nothing
