Wordpress Homepage Theme Redesign (TagDiv + CSS)

We are hosted on GoDaddy Dedicated server and WordPress, utilizing the theme Newspaper 9 by TagDiv. Our UI/UX Designer has put together a re-design that requires custom CSS. We have the designs in an Adobe XD file to follow.
TagDiv has a custom page creator, and also have WPBakery (formerly Visual Composer). Either one can be utilized.
Looking for someone to execute that design, with any other customization that may be required as quickly as possible. A custom plugin creation may be needed. We can provide all the documentation for the theme for reference.
Looking for someone who is quick, and can communicate. We do not require any designing feedback. We just need someone to execute the plan.
May require some customization on caching plugins, image optimization, etc..
U.S. based developers a huge plus.
