Short preprocessing task

A file of greyhound racing data needs to be processed in to a format that will allow it to be read by a programme that will use it to place bets on a betting exchange. C++ is the preferred language since although I am not technically skilled I can read this better than others. Other languages will be considered, however. I will need to be provided with instructions as to how to install the software on my machine.

Two files need to be produced from one input file. One of the output files needs to include forecast markets (marked FC in the data) the other needs these removed. The input file will have approximately 300 rows. The output files a little less each.

Unwanted characters and rows need to be stripped out of the data and the remaining ones need to be reordered. It should be a very quick and easy project. I can provide more information and an example if you might be interested. An example is given below.
