Create web platform for sending and analysing surveys to set group of people

I am looking to create a web platform that allows managers to create organisations, members of the organisation and surveys (surveys only have one type of answer: a 1-5 scale). The surveys can be sent out to individual members or groups within the organisation via mail and accessed via the website. The managers will have access to a dashboard showing them carious statistics about the organisation based on the answers of the employees and comparisons with aggregated data from other organisations.
This project should initially work via a website and the notifications on new surveys via mails. The finished product should also include an iOS and Android app that gives access to the above service and notifies users via push-messages.
Details on Features:
1) For managers of an organisation
* Creating organisational entities (divisions, teams) and hierarchies amongst the entities
* Creating users with a small number of attributes (job, entities they are assigned to, potentially other attributes like “manager”, e-mail, ...)
* Creating questionnaires (from scratch or from pre-filled templates) w. 1-5 answer scale
* Scheduling and directly sending out the questionnaires to members that should be quickly accessible from any kind of device
* Ability to (automatically) split up questionnaires into bite-sized units that automatically get scheduled to be sent out one after another over a specified time-period
* Automatically aggregating all the (anonymized) answers in a management tool/view of the service that allows for some viewing stats about the answers, comparing them to other organisations and (not too elaborate) slicing and dicing
* Automatically notifying a pre-defined list of people via message if results of a question or questionnaire differ significantly from a certain value
2) For members of an organisation
* Getting a message about a new questionnaire
* Answering questionnaires quickly
* Getting reminders if a questionnaire is not answered
* Ability to access all unanswered questions of a questionnaire at once
3) For administrators of this web service
* Same features as managers
* See statistics across all organisations
* Set up templates for questionnaires
* Reach out to managers or members of organisations on the service via the service
* Manually set thresholds for when a (aggregated) questionnaire answer is too high/low and warrants a notification
