Android App with Web Frontent - Live video streaming

Nature of application: Android (possibility for iPhone later) with Web based front end
Requirement:
Android application that is able to stream video live from the device onto a webserver.
App requires registration (register via facebook for example would be fine)
Website should allow the user to login and view their streamed clips.
User profile should identify whether their clips are public or private by default
If the users clips are public, they should be screened on the landing page of the website in the order of last uploaded.
Website should have a “notify” feature of 3 nominated people (email addresses) that should be contacted when they are uploading a new clip
If the users clips are private, they must login to see their own clips.
Website will require SSL certificate for security
Website will allow 3 free uploads and thereafter require an account at a monthly premium
This project will be the development of the APP and the development of the web-based interface and FB interaction
Other
Payments for subscriptions will be handled through PayPal or similar
Registration as a new user can be via FB credentials
Default sharing of clips to the users FB page
There will be 3 subscrtiption plans available:
Free – maximum 3 free uploads, with a max of 4minutes per upload
Guru – maximum 5 uploads per month, 15 minutes per upload
Ninja – maximum 40 uploads per month, 20 minutes per upload
