Adjust the design of graphics & positioning of a Joomla template

I am building a website for an acquaintance (using Joomla 3.3.x) from a template purchased from Template Monster. However, he wants some graphical/design changes to the homepage - and I have Photoshop and Dreamweaver, etc set up, but I haven't done much in the design aspect before and honestly don't have enough spare time to figure it out.
I have installed the template and have started adding a small amount of content - if I should stop adding content until this is sorted out, then please let me know. (It took me forever to install the template, arghh! I am also using a local host while doing work to it.)
Attached is a screenshot of the template's homepage with annotations of what I need done. Please provide your price to do these things and ETA of completion.
