SharePoint 2010 Development assistance

We are a non-profit organization trying to develop a Sharepoint site to handle internal document management with workflow tasks to route and sign docuemnts. A small portion of the documents have to be handled under HIPAA compliance. We have been trying to learn as we go but it is taking too long and errors are cropping up. We need knowlageable assistance in determining the best way to approach a solution and guidance in implementing the work. We have tried the high price full time consultants but have found they want full control and hours and hours of time planning the full project. We want to start out small and grow as needed. We are using contractors for some of our specialized tasks of the one that require specific skill sets. We are looking for someone to provide advise and assistance to the development team as we progress with the design of the site. Our team is responisble for determining what needs to be done, develope the solution, test the solution and then train staff how to use the solution. We are looking for someont to be available to answer questions and help determine the best solution possible. We can either work off of invoice based billing or we can look at a block of time each month.
