Design a website that has membership, user profiles and ads

I need to build a site with the following functionalities:
- Site must be totally in Arabic. There will be no english version.
- Memberships (two types: regular and gold), where each membership type should be distinguished by different styles (CSS). Gold with payments and regular is free.
- Each registered user, gold or regular, should have a profile page
- profile pages contain 4 various sections: details, gallery, and other two to be disclosed when project assigned. All profile information can be edited by member and member can upload pictures.
- Page where members are listed based on their number of visitors. More visitors to profile means higher ranking. More on layout later.
- Contact form to contact site owner.
- Gold members can advertise various materials. This means that there will places for ads on the site. The ads can be manually selected.
- Template is available and website must be implemented using this exact template.
- Site delivery must be very quick as it is needed urgently
- Website should be extensible so that any future additions can be added without much changes.
- Payment for gold members should be done via visa.
I need seriously competent developer that will communicate with me first and then start developing. Choice of technology can be open as long as justified and approved by me. The site is really simple and the idea is less content and more exposure to the idea of it.
