Create a custom plugin to change rss feeds

My site is avelim.co.il. The site is on Hebrew wordpress 3.4.2, using the theme Weaver 2.2.6 with many customization done by programmers.
I need 2 rss feeds changed, through a plugin. The rss feeds are:

Changes required in feeds
1. When I enter into a certain item in the feeds the author name is displayed. It shows as:
By "Author"
I want this to be removed. I don't want the feed to show author details.
I think this can be solved by this

2. The date shows as "on "date"". I want "on" to be deleted, and just "date" to appear.
Freelancer should create a plugin that makes these requirements happen and send it to me. I will install the plugin on test site, and when successful on live site.
After freelancer finishes, he should allow 10 days for testing, before getting paid.
