convert bootstrap 3 responsive HTML5 template into wordpress theme

I purchased a bootstrap template ([login to view URL]) thinking it was word press. It is exactly what I am looking for. I need this converted into a fully functional word press theme. It has several options such as box & full layouts, 3 different blog layouts, 5 different sliders in over 30 different HTML5 documents. It has parallax effects that must be maintained, 8 different color schemes, pricing tables, a filterable portfolio and it is 100% fully responsive. All of this will need to be maintained and have options in the word press framework to select the different settings layouts, colors, templates and sliders.
