Curating web service for test like SAT, TOEIC

We want a review site for test like SAT or TOEIC.
This service is quite similar to '[url removed, login to view]' and '[url removed, login to view]' on UI aspect.
The big difference between ours and them is the followings.
- pdf print out (only wrong questions)
- SMS user's answer input (passed by html POST)
- suggestion of test questions which are similar to wrong questions
People can make comments on each test question, and vote what they think good like [url removed, login to view]
If user says wrong answer for a question, our service suggests the similar type of questions from previous tests. (like other curating site i.e. pinterest) This process occurs instantly with the request of user, so candidates should be able to handle database to integrate it.
We've done developing web-service template, which means candidates don't need to care about it.
But we want to check interactively.
Candidates should have strong CSS, HTML, and Javascript/jQuery skills (minimum 5 years professional experience).
PHP, MySQL skills should be adequate for integration.
We are using Korean language and the service will be open in Korea first.
The best duration for us is 30 days
