Converting our site to a drupal site

We would like someone to make our static web page ([login to view URL]) in to a drupal site. We require a theme to be made that is functional and looks good. We like our current design and would like it to stay the same.
Home page:
The home page should look the same but the image at the top we would like to be a javascript slider where we can change the image for marketing purposes.
The current news on the right should be the latest news from our news page showing the title and date of post.
News page:
There shouldn't be a news feed on the right.
The whole page should be split in to 3 columns with the left column titled "eBay", the middle column titled "Amazon" and the third column titled "Other news". These columns should be categories that we can put posts in to.
Features page:
Should look the same as the homepage so we can add in our own details.
SIgn up:
This needs to take the user to a https form for signing up which we will design
