Build Alternative Health Membership site

We need to build an extremely professional looking and corporate feeling membership site that interfaces a monthly membership fee ([login to view URL]) and loads a membership card (sparkbase) and tracks transaction made on the card. This card is used with local merchants and some online merchants.
It also needs a merchant login to generate reports that are merchant specific and also allows the merchant to blast emails to the membership base that we can control. And can post single use per member "coupons" either on the site or through email.
In addition, we need a sales portal, where salespeople log in and show presentations, tutorials and also sign merchants or members up. (Commission Based Signup)
The member only portion of the website should contain, profile info, card activity/balance (pulled from sparkbase), blog, forum, customer service, help desk. We also need to track whether the member reloads their member card through the website or a merchant so that we can track what commissions are distributed to what merchants. It also needs to provide coupons that once used, disappear from the member.
The site needs to be more geared towards women mid 20s to upper 40s but still must be attractive to others.
We are expecting a team to work on this since there is significant programming, development and design work
It would be nice if it were built on a robust CMS platform like Joomla where many of the plugins can provide a large portion of the capabilities, but it is not an absolute requirement.
The website will be on a VPS (CentOS 5.7), so once completed, the server will need to be hardened.
