We need an awards management system to take award entries from applicants online, share it with judges for review and tabulate winners without much human intervention. We need a automated process.

Time is short. We need the applicant form to be ready by 18 Mar and the judging module by 31 March.

This is the first phase. Eventually we want a site comparable to reference sites.

Need cost for first phase only.
