Apache permission issues on chroot jail directory

I am having some issues with Apache permissions.

I have a chroot jail setup for a specific directory /home/jail/****

I am trying to allow apache to see the contents of folder /home/jail/**** without disabling the chroot jail. Is there a way to do this? If it is I would also like authentication setup on this directory.
