desktop to mobile website

I have a Wordpress website that is currently running well in desktop format, however I need it to work better in the mobile iPhone view.
I am looking for a developer that can set up the site so when a mobile device is viewing the website that a micro page is loaded rather than the original full website.
The mobile version would simply be a heading, video, contact details and 1-3 graphics. All of this would be provided, I just need someone to put it all together and have both the desktop version and the mobile version working effectively.
The original desktop site has been developed with the functionality of being mobile responsive, however because of the custom design elements it doe't translate well into mobile, hence the mobile split.
