Develop a very simple phonegap application for iOS and Android

I have a really simple requirement, a phonegap application which is always on (like Whatsapp and BBM) but consumes very low power (you should be able to tell me how). All the app is required to do is keep a record of outgoing phonecall duration and internet data usage.
The app UI should have just 2 screens, one to show the list of calls recorded and their duration and another to show internet usage sessions and the amount of MB downloaded. No fancy UI or design required, just 2 simple lists.
For someone who knows what they are doing I think this should take maybe a day or less.
P.S. Please list any and all plugins used including custom ones
Bonus: You get 30% of the agreed fee as bonus if your solution also supports windows phone.
