Craigslist-like Classified Ad Site

I am interested in creating a site similar to the look and feel of Craigslist however instead of text-based ads there will be 200 x 200 ad spaces sold that open up into full page ads. We will start with New York State and a series of cities with categories / subcategories. We will need the ability to create additional states, cities and categories / subcategories on the fly.
I am looking for someone to design the site in JOOMLA and get the structural stuff done, allowing us to take the idea and run with it. To be certain you have read this entire description and understand what I need you must end your bid with the word 'ADS' else I'll not consider your offer.
