I will try and explain as easy as possible.
Site will be used by suppliers who will be charged for either monthly/annual access or on a pay as you go basis.
Site will also be used by consumers/customers, completely free.
Both need user accounts, statistics etc...
The principle is that the customer will create a quote request, the quote request could be for anything but will be categorized and each form will be customised by me so the software needs to be flexible and able to cope with me adding quote form templates and amending them. so for example IT, Transport, Stationary. Lets say for example (purely for example) Customer wants prices on " A Bicycle" they specify by selecting from drop downs make, model, size, gears etc. I will have companies listed that supply bicycles, they will then automatically receive an email "New Quote Request" lets say 10 suppliers receive that email, they will then log in and enter their best price for that item/product/service. The customer may have also entered that they want the company to be at least 10 years old, be able to offer maintenance and they want delivery by the weekend. The supplier will as well as adding a price tick or cross the things they can achieve. Tick for 10 years old, delivery by weekend but X for can offer maintenance.
The customer would have submitted a quote expiry date, 1 day, 2 days etc.... After expiry all quotes are locked in. Post quote both customer and supplier should see statistics. The customer should be able to rate the suppliers service which will then present a star rating against the supplier.
