Convert a Template to a Website

We are currently busy with various projects, so we are outsourcing our own site to be done up by a professional. We have a website designed as an image.. home page and inner pages.
i need someone to do the following
1. convert the image(home and inner/s) template into html (using css/tableless design)
2. make the dropdown menus using js or css
3. make the slideshow using jquery.
4. any sliders, mouseovers etc
5. Prepare the template keeping in mind SEO standards and industry compliant.
notes:
1. Image templates will be provided only to the winning bidder
2. drop down menu should be like this sample ([url removed, login to view]) place mouseover "tech" or " business"
3. deliverables should be .html/css files of all templates, which should have functional dropdown samples, slideshows or sliders and others.
4. no backend/php/db work needs to be done (as we will be doing this ourselves)
5. Since SEO standards needs to be met, pls ensure all the the proper tags, text titles etc need to be proper documented/inserted.
6. Template should be well documented.
7. immediate delivery is needed
