Create Blu-ray Menu Template for Encore CS6

I'm looking to create an Encore CS6 Blu-ray template with menu logic already set for me to insert content into. We have multiple products that were previously authored in Scenarist, but I wanted to try out Encore.
Here's what happens.
Disc inserted:
1) Plays company logo
2) FBI Warning
3) menu loop with popup always on and default audio for menu in 2.0 audio.
4) popup accessible during program, with loop chapter infinitely, play chapter once mode and loop all chapters sequentially mode.
5) Audio option to toggle between 2.0 and 5.1 audio.
I'm looking to recreate the look that I've attached, which is used on about 9 of my discs so far.
