Create a Windows application to house a offline html5 application

I need a Windows application including the installer that will house an offline HTML5 application.
The HTML5 application uses localstorage and websql, so the web rendering engine should support these.
It needs to support WIndows Vista, 7, 8 & 8.1
I prefer the application to be written in C#, but other languages can do as well.
