Character creation and design for animation project

Hi all. This is the first job I have posted on here so I hope I have put in enough information. There are two parts to this job and want to get feelers on how much people are willing to do these for and decide on whether both parts or one part will get done.
I have a concept for an animation, but I struggle and character design. I have attached some designs for characters that I have done up to give an idea of the KIND of animation I want to create, and roughly how the chars might look. These are also open to adjustments. I have rough outlines of characters, but am pretty open to how they might look. (I do really like the look of Avatar characters, though these could be simpler) I don't have firm ideas on hair/skin colour etc. Would be happy if all that was supplied was lines with no colour. Likewise for Part 2 of this project.
Depending on the cost, part 2 might be offered at a later date.
Part 1:
Additional characters I want to add include the following...
- Two "darkish" characters. One female, attractive but also very serious and strong. I picture her with serious expressions and long dark hair, hanging over her face, long form-fitting coat, flaring at the bottom - gothicish. Other a biggish char with not too much upstairs (the "muscle")
- One female who is opposite of previous female, ponytail, older, but more "motherly", still attractive in a "girl next door" way. Wearing a blouse, long pants with slight flare at bottom.
- police officer, shortish and roundish, with beard and moustache. Bit more comic value with him.
- two "druidish" characters in robes (I would love to see what a char would look with long coat and a high collar that obscures the bottom half of face, I have included image of Brothers Grimm movie with example). One with jeans and a tshirt under robes, other with elvish clothing. Both strong and confident.
- one old lady, holding a walking stick. kind of like an old witch, but not too old, hooded.
- two agents like in the FBI - one big and one slim
- One char who will be a conspiracy theorist - wearing tin foil as a hat, slim and gangly, big glasses, shirt and long pants. More eccentric than nerdish.
- A really big and strong char, large villain. Is very intelligent, so don't want him to be thuggish, just imposing and scary. Strong features. Unsure of clothing, but something to go with his nature.
- One regal and elegant female char. Goddess in attire, with long flowing dress.
- One female char who is very earthy, and girl next doorish. she is living in woods, and is strong, but feminine, soft features. Will wear robe, but female version (light and form fitting).
Part 2:
Create these characters in Toon Boom Harmony with back 3/4, side, forward 3/4 and front poses. I have created a rig to work from, so it will require copying the rig and then adding body parts for each char to be added to drawing layers in the rig.
