Online group decision-making

Contest Brief

How can we improve online decision-making for groups of 100 to 1-million people? Is it best to make proposals and vote on the pros & cons of each proposal? Are there other easy-to-use methods with better outcomes?

* The most convincing & useful suggestion wins.
* No points for fanciness -- feel free to submit a sketch on a dirty napkin, so long as it is clear & has strong reasons.
* It is fine to summarize an existing software / method, if it is a good solution.

Answers should be text / PDF, but the website won't let me select that option now.

Please confirm if you have and then made your decision as it would be unfortunate if you missed my work as I put quite a bit of effort into it and didn't hear any feedback from you

It doesn't seem that I can change the submission file-type at this point. For anyone struggling with sending an image of text, I think you can send a placeholder image and put your ideas in the comments area.

Instead of the comments area, I've added a link to a Google Doc in my submission. Would be great if you could review that.

    > Will we have any information stored against each user, such as their past contribution to the platform such as questions, comments, likes/votes etc?
Your choice. Stored user-data can smooth some interactions, but lack of anonymity may prevent users from being honest.

    > Will there be different types of members, for example, moderators, experts, amateurs etc... Or are all equals?
Again, whatever you think is most useful. For example, having moderators can reduce some abuse, but some moderators will not enforce rules as intended.

    > Will participants be registered/verified users of the platform?
You can decide. There are trade-offs to requiring users to register.
