Contest Brief

We manufacture a new product which is a "smart valve" (SM). It opens or close water supply in a flat from a Control Center remotely. The SM is locate in each flat within a building. The SM is communicating in radio to a "Concentrator" at the bottom of the building (usually at the ground floor). There can be several buildings in a city. Attached something like we would have for another product. That is the idea we are thinking of.
It is important to see several SM in a same building. The concentrator can be conceptual.
All concentrators are then communicating to a Control Center (in cellular 3G/4G then) as per sketch attached. So we need to see short range communication (from SM to concentrator) and long range (from concentrator to Control center).
If not clear, ask me questions. Please illustrate the concept.
