Windows software application to query an XML file and use the result to play an audio file

We are a 5 screen cinema. We need to make audible announcements to customers to tell them when a cinema is seating. We have written some script for NirCmd to lower the spotify volume, make an announcement, then raise the spotify volume back to normal. We also have a Point-Of-Sale system that exports a daily XML file that contains the session times for each cinema. We would like a Windows application that checks the system clock every minute, and uses that time to query the most recent XML file in the specified directory to check if there is a session that is starting at that time, and if so, call the announcement script. If there is more that one session starting at the same time, then the application would need to call each announcement one-by-one. eg. At 10:00 AM each day, all sessions start at the same time, so it will need to call the "Cinema 1 is now seating" script, followed by the "Cinema 2 is now seating" script, and so on. We have attached a typical daily XML file, together with the NirCmd script for Cinema 1 as an example. The command line prompt to call the script to play the announcement is: [login to view URL] script "c:\temp\[login to view URL]" The field name in the XML file for start time seems to be STime1.
