GPS Based Electronic Object Targeting Device for Camera

This project is a combination of hardware design and software programming. It basically involves creating a camera mount which will continuously point at the same stationary object while the camera is moved. Some knowledge of electronics is necessary for a successful design.

Here is the scenario.

I have a large approximately square field with each side being about 100km long.

Somewhere within the perimeter of this field I have a 50m tower with a red balloon on top. The tower is attached to the ground and the balloon is glued to the tower; neither of them moves relative to the ground. I have the 3D GPS coordinates for the red balloon.

I also have a camera which has a mass of 2kg and a wind loading of 10kg at 80 km/h. My camera has a viewing angle of +/- 8 degrees. The camera is mounted on the DEVICE.

The DEVICE is mounted on the roof of my 4x4 vehicle which may travel from anywhere to anywhere within this real-life non flat field at a max speed of 40 km/h.

My goal is keeping the camera aimed at the red balloon 99.5% of the time while the vehicle is in motion/still. It should also work when it’s cloudy, rainy, dark, and when I’m behind a view blocking hill.

What I want you to do is create such a device for me. This means you need to design and actually build it. What I’ll do is install it on my roof, attach the camera, plug it in, configure it, and turn it on.

You are expected to use commercially available electronic components, combined with your own designs and software, to build the device.

When placing your bid, specify only how much you want to be paid for your work. Please also provide a list of the components you will require and the cost of each component (+/- 20%) with your bid. The components will be purchased and shipped to the selected bidder or the bidder will be provided with funds for the purchase of the components.

## Deliverables

1) Complete and fully-functional working program(s) in executable form as well as complete source code of all work done.

2) Deliverables must be in ready-to-run condition

3) All deliverables will be considered "work made for hire" under U.S. Copyright law.

4) Complete working prototype of the camera mount (buyer will cover shipping costs)

5) The source code written for all components

6) Setup and use instructions

7) List of all parts used, their manufacturers, and their model numbers

8) Schematics and designs to enable the reproduction of the hardware device by a qualified electronics or computer engineer

**Important**: this project has nothing to do with the camera itself. I already have a 2kg camera, what I need is the device to mount it on.
