Build me Product Management (Inventory) Website

Hello, I work for a company which sells some specific kinds of products and we want to have product distributors located in different parts of the world. Now I want you to create a distributor website for me. Here is how I want the website to function. When a customer visits our company’s e-commerce website and purchases any particular product, the website automatically generates a 17-Digits Receipt Number for that customer, and each of this receipt also has a list of all the products such customer has paid for. Now, each of these customers are expected to take their 7-Digits Receipt Number to the nearest product distributor who will then collect the receipt from them and input the receipt number into the product distributors website dashboard and enter in the details as required from the website, submit it and then supply the relevant product to the customer immediately. Note that this receipt after being submitted by 1 or any of our product distributors, it cannot be resubmitted Again by another product distributor anywhere else in the world. In other words, The website must have a receipt number checking system so that customers cannot cheat the company by submitting or taking one single receipt to multiple Product Distributors. Now for the product distribution agents themselves, here is how their dashboard will function; When someone is interested in becoming a distributor of our product, he or she will contact us by email, and then he/she will be approved. We will then create a login details into the distributor website for him or her which we will then send to the person to use to log into his or her dashboard. Now, Once the person is logged into his or her dashboard, he is going to see three major buttons, number one is: submit receipt, number two is: request for products, and number three is: historical data.
